Where can I get a free download of Sonic CD?

Where can I get a free download of Sonic CD (game) for Widows VISTA? Please no torrents, ROMS will be acceptable, however.

This is the only free download site I know to download the rom. http://www.topdownloads.net/index/games/view.php?id=7430. I am not for sure… I could be wrong, so if this dosen’t help, their are roms and Emulators out there for all Computer requirements where you can play the game. Instead, You can go to http://www.emulator-zone.com/ than pick out a Emulator. But what country do ou live in? JP, US, or UK? Here is the sonic CD roms in the sources. If you need help, go to Youtube.com than you can watch some videos of how to control an Emulator. Hope Im right.:)
